He purposely chose to pastor in the region because of its high levels of poverty, and has undertaken efforts to help the population to improve their lives. He has helped bring potable water to many of Copán’s communities and has also created the National Commission on Informal Education, a government body whose mission is to teach job skills to the poorest of the poor. ”

His strong rhetoric and actions on behalf of the poor, especially his loud opposition to the San Andrés mine in his diocese of Copán, has earned him the castigation from Cardinal Oscar Rodríguez, the country’s most senior clergy member.
